| 运用文献资料法和逻辑分析法，对新时代我国公民参与公共体育服务治理相关问题进行分析，以期为公共体育服务治理提供参考。认为，新时代我国公民参与公共体育服务治理具有重要意义，其是发展社会主义民主政治的重要体现，是维护公民合法体育权利的重要方式，是提升公共体育服务质量的重要举措。但同时指出，其依然面临公民利益表达渠道受阻、公民意识及能力不足、治理组织化程度低、相关法律法规建设滞后等现实困境。提出，要畅通利益表达渠道，尤其要重视农民体育利益表达渠道建设，充分发挥政府新媒体的作用，完善与规范听证会制度；多途径、多方式增强公民参与意识,提升公民参与能力；积极推进政企分开，实行体育社会组织备案制，加强体育社会组织自身能力建设，提升治理组织化程度；在法律法规建设方面，要增强操作性，提高刚性约束力，加强地方立法工作，不断推进我国公民参与公共体育服务治理的水平。 |

| The Path Choice of Citizens’ Participation in Public Sports Service Governance at the New Era in China |

| Abstract: |
| This paper analyzes the related problems of citizens’ participation in public sports service governance in the new era by using the methods of literature review and logical analysis in order to provide reference for public sports service governance. It believes that it is of great significance for Chinese citizens to participate in the governance of public sports services in the new era. It is an important embodiment of the development of socialist democracy, an important way to safeguard citizens’ legitimate sports rights and an important measure to improve the quality of public sports services. It also points out that it is still faced with such realistic difficulties as blocked channels of citizens’ interest expression, insufficient awareness and ability of citizens, low level of governance organization, and lagging behind in the construction of relevant laws and regulations. It is suggested that the interest expression channels should be unblocked, especially the construction of farmers’ sports interest expression channels should be paid attention to, the government’s new media should be brought into full play, and the hearing system should be improved and standardized. It is also proposed to enhance the awareness of citizen participation and the ability of citizen participation in various ways, actively promote the separation of government and enterprise, implement the record system of sports social organizations, strengthen the capacity building of sports social organizations, and enhance the degree of governance organization. In the construction of laws and regulations, we should enhance the operability, improve the rigid binding force, strengthen the local legislative work, and constantly promote the level of citizens’ participation in public sports service governance. |
