| 运用文献资料法和专家访谈法，对非营利体育组织发展困境的源发性问题进行系统分析。从对非营利体育组织发展脉络的梳理结果来看，其发展进程缓慢、服务效果不佳、资金不足、人才匮乏、管理不善及监督评估偏差是其发展的通病。非营利体育组织发展困境的源发性问题主要有三个方面：一是非营利体育组织在我国市民社会“水土不服”；二是公益性缺失及其职能异化，未能重视体育教师及社会体育指导员的作用；三是制度缺失与理论依据不足，行政干预严重。在非营利体育组织今后的发展道路上，应竭力解决其地位的合法性问题，在政策及制度上予以保障，创造更多有利于非营利体育组织发展的条件，促进非营利体育组织可持续发展。 |

| Thinking on the Reasons for Development Dilemma in Non profit Sports Organizations |

| By methods of literature and expert interview, this article makes a systematic analysis of the reasons for the development dilemma of nonprofit sports organizations. From combing the development of nonprofit sports organizations, its slow development process, poor service effectiveness, lack of funds, lack of talent, poor management and mismonitoring and misevaluation are common problems. Reasons which restrict the development of nonprofit sports organization mainly include three aspects: first, the nonprofit sports organizations are acclimatized with our civil society; second, lack of public interest and function alienation, the roles of sports teachers and social sports instructor do not draw enough attention; third, regulation deficiencies, weak theoretical basis, and serious administrative intervention. In the future of the development path of nonprofit sports organizations, the legality of their status should be resolved and the policy and institutional matters should be guaranteed; more conducive conditions should be created for the development of nonprofit sports organizations, sustainable development of nonprofit sports organizations should be promoted. |
