| 建设人人有责、人人尽责、人人享有的社区体育治理共同体是推进我国体育治理体系和治理能力现代化的重要组成部分。运用逻辑分析法、实地调研法、专家访谈法等，首先探讨我国城市社区体育治理共同体主体结构及其边界，指出，政府部门要加强统筹规划，兼顾制度与导向；市场组织作为公共服务的补充力量，要注重平衡与效益；社区组织具有承上启下的作用，发挥着沟通与协调功能；社区居民是参与者，要积极表达需求与评价反馈。认为，各主体间权责不明确，发展水平存在差异，合作模式不成熟，运行机制不健全，是制约当前我国城市社区体育治理共同体构建的主要因素。提出，要明确社区治理的责任主体，构建多元协同的治理共同体；积极培育社区体育各治理主体，保障共同体内部结构稳定；完善共同体间治理合作网络，搭建集体行动的治理平台；健全社区体育治理的运行机制，保障共同体的稳定运作。旨在为构建持续、互动的城市社区体育治理共同体提供参考。 |

| The Realistic Restriction and Realization Path of the Construction of Sports Governance Community of Urban Communities in China |

| Everyone is responsible to build a sports governance community which can be enjoyed by everyone and is an important part of promoting the modernization of China’s sports governance system and capacity. Using the methods of logical analysis, onthespot investigation and expert interview, this paper discusses the main structure and boundary of sports governance community of urban communities in China. It is pointed out that government departments should strengthen overall planning and give consideration to system and guidance; as a complementary force of public services, market organizations should pay attention to balance and efficiency; community organizations play a role of connecting, communication and coordination; community residents are participants and should actively express their needs and evaluation feedback. It is considered that the main factors restricting the construction of sports governance community of urban communities in china are unclear rights and responsibilities, differences in development level, immature cooperation mode and imperfect operation mechanism. It is proposed to clarify the responsibility subject of community governance and build a pluralistic and collaborative governance community; actively cultivate the governance subjects of sports community to ensure the stability of the internal structure of it; improve the governance cooperation network among communities and build a governance platform for collective action; perfect the operation mechanism of community sports governance to ensure the stable operation of it. The purpose is to provide reference for building a sustainable and interactive sports governance community in urban communities. |
