| 国际奥委会在参与全球安全治理方面发挥了特殊作用。2018年平昌冬奥会“朝韩半岛旗”再次飘扬在奥运赛场上，见证了朝鲜半岛紧张的局势逐渐缓和。平昌冬奥会朝韩联合参赛的达成与国际奥委会的不懈努力密不可分。首先，从宏观层面分析全球安全治理格局及非政府组织的参与。指出，国际奥委会通过推动“休战决议”的签署，联合举办“体育促进发展与和平国际日”，组建难民奥运代表队等途径积极参与全球安全治理，为促进世界稳定和平做出了巨大贡献。但受制于国际奥委会作为非政府组织的组织属性、安全问题涉及国家核心利益以及大国之间的政治博弈等因素，国际奥委会参与全球安全治理存在一定的局限性，无法取代民族国家作为首要行为体的角色，难以遏制单边主义和现实主义思想抬头，也无法脱离地区性安全形势的复杂多变性。 |

| Contribution and Limitation of IOC’s Participation in the Global Security Governance |

| Abstract: |
| IOC has played a special role in participating in global security governance. The “Korean Peninsula flag” of the 2018 Pyeongchang Winter Olympic Games once again fluttered on the Olympic venues, witnessing the gradual easing of tensions on the Korean Peninsula. The joint participation of North Korea and South Korea in the Pyeongchang Winter Olympic Games is closely related to the unremitting efforts of the International Olympic Committee. First of all, it analyzes the global security governance pattern and the participation of nongovernmental organizations from the macro level. It is pointed out that the IOC has actively participated in global security governance by promoting the signing of the “truce resolution”, jointly holding the “international day of sport for development and peace” and establishing a refugee Olympic team, which has made great contributions to promoting world stability and peace. However, restricted by the organizational attributes of the International Olympic Committee as a nongovernmental organization, security issues involving national core interests and political games among major powers and other factors, there are certain limitations in the participation of the International Olympic Committee in global security governance, which can not replace the role of the national state as the primary actor and can not contain the rise of unilateralism and realism, and can not be separated from regional characteristics with complexity and variability of the security situation. |
