| 体卫融合健康治理是践行健康中国战略、推动非医疗健康干预体系创新的重要路径。基于公共价值理论框架,系统分析体卫融合健康治理的理论逻辑、现实困囿与行动方略。发现,体卫融合通过整合体育与卫生系统的互补性资源,构建了体卫融合主动健康服务模式,但在公共价值视域下面临三重治理困局:目标模糊与利益分化导致价值共识断裂,政策断层与执行弱化引发制度效能衰减,机制梗阻与能力短板加剧组织运行低效。基于公共价值战略三角模型,提出 “价值共识-制度赋能-能力支撑”的治理框架,主张通过整合多元利益诉求凝聚公共价值共识、完善制度保障体系夯实价值共创基础、优化组织运行机制提升治理效能的三维行动方略,为破解健康治理碎片化困境、推动体卫融合从 “政策悬浮”走向 “公共价值共创”提供理论依据与实践路径。 |

| Integrated health governance of sports and health is an important way to practice the Healthy China strategy and promote the innovation of non-medical health intervention system. Based on the framework of public value theory, this paper systematically analyzes the theoretical logic, practical difficulties and action strategies of health governance of sports-health integration. It is found that the sports-health integration system constructs the active health service model of sports-health integration by integrating the complementary resources of sports and health systems. However, from the perspective of public value, it faces three governance dilemmas: the ambiguity of goals and the differentiation of interests lead to the fracture of value consensus, the policy fault and the weakening of implementation lead to the attenuation of institutional efficiency, and the obstruction of mechanism and the short board of ability aggravate the inefficiency of organizational operation. Based on the triangle model of public value strategy, this paper puts forward the governance framework of “value consensus-institutional empowerment-capacity support” and advocates the three-dimensional action strategy of integrating multiple interest demands to gather public value consensus, improving the institutional guarantee system to consolidate the foundation of value co-creation, optimizing the organizational operation mechanism to improve the governance efficiency, so as to provide theoretical basis and practical path for solving the fragmentation dilemma of health governance and promoting the sports-health integration from “policy suspension” to “public value co-creation”. |
