我国竞技体育发展进入变革新时期,多元主体通过多渠道、多形式参与竞技体育事业已成趋势。从国家视角、社会视角、市场视角、公民视角等多主体视角,全面总结和深入剖析英国竞技体育发展的实践经验,并系统审视当前我国竞技体育举国体制面临的组织壁垒固化、运行机制僵化及行政垄断加剧等问题。基于此,提出应构建“国家在场”下的竞技体育举国体制治理格局;坚持“有为政府、有效市场”的发展理念,充分发挥市场的资源配置作用;深化各层次协会实体化改革,促进管理模式由线性化向网格化转型;坚持以人民为中心的发展思想,增强人民群众对于竞技体育治理的参与度和成就感。 |

The Presence of Multiple Subjects: The Optimization Path of the New National System of Competitive Sports in China——Based on the Experience of the Development British Competitive Sports |

Abstract: |
The development of competitive sports in China has entered a new period of reform, and it has become a trend for multiple subjects to participate in competitive sports through multiple channels and forms. From the national perspective, social perspective, market perspective, citizen perspective and other multi-subject perspectives, this paper comprehensively summarizes and deeply analyzes the practical experience of the development of British competitive sports, and systematically examines the problems faced by the current national system of competitive sports in China, such as the solidification of organizational barriers, the rigidity of operation mechanism and the intensification of administrative monopoly. Based on this, it is proposed that the governance pattern of the whole nation system of competitive sports under the “state presence” should be constructed. We adhere to the development concept of “promising government, effective market”, give full play to the role of market in resource allocation, deepen the substantive reform of associations at all levels, promote the transformation of management mode from linearization to grid, adhere to the “people-centered” development idea and enhance the people’s participation and sense of achievement in competitive sports governance. |
