| 运用文献资料法和逻辑分析法，对政府治理现代化背景下体育公共服务治理问题进行研究。认为，政府治理现代化的表现多种多样，可归纳为民主化、分权化、法治化和科学化。过去的体育公共服务供给主体单一、体育公共产品质量与数量不尽如人意、供非所需与供给不足、供给不均衡等问题长期存在，在政府治理现代化的背景下，体育公共服务治理也必须向现代化推进。体育公共服务治理应坚持公平正义的价值取向，坚持主体应多元化和结构应网络化，坚持法治化和科学化，坚持以制度执行力为保障，切实保障人民群众的体育权利。 |

| Abstract： By methods of literature and logical analysis, this paper studies the governance of sports public service under the background of government’s governance modernization. It is believed that the modernization of government’s governance can be summarized as democratization, decentralization, rule of law and scientization. In the past, the public service supply of sports was unitary, the quality and quantity of public products of sports were not satisfactory, the supply did not match up with the demand and the supply was insufficient and unbalanced. And the above problems did last for quite a long time. In the context of government governance modernization, sports public service governance must also be advanced toward modernization. The management of sports public service should adhere to the value orientation of fairness and justice, the subject should be diversified and the structure should be networked, the rule of law and scientization, the system executive force as a guarantee should be maintained and hence the mass’s sport rights should be guaranteed effectively. |
